Victor Davila

Victor is the Title V Director at Del Mar College, where he currently supervises 2 Title V grants. He has written and been awarded millions in Title V grants to provide academic success, access, outreach and retention services for under representative students. Victor has written and implemented HSI-Title V Individual developmental grants, Title III STEM, PPOHA and CCRA grants. He has been working with Title V grants since 2004.

Moises Almendariz

Since March of 2015, Moises Almendariz has served as the Director of Hispanic Serving Institution Initiatives at Hartnell College in Salinas, California. While at Hartnell, Moises successfully secured a Title III HSI STEM grant in 2016 and a Title V grant in 2017. His position involves the management and implementation of these two projects, provide leadership and guidance on HSI related initiatives, and serve on numerous college-wide committees. Prior to moving to California, Moises held the position of Dean, Instructional Support and Outreach Services at Mountain View College in Dallas, TX. That position involved the management of 4 separate HSI Title V projects over a 12-year period. Of those four grants, two were cooperative arrangements with the University of Texas at Arlington and with the University of North Texas at Dallas. Along with his primary duties, he served on and chaired multiple campus and district committees. Moises has been an active member of AHSIE, having served on its Council from 2011 to 2015, and again in 2017 to current. He has participated in several leadership programs including the Association of California Community College Administrators Admin 101 in 2018, the National Community College Hispanic Council Leadership Fellows Program in 2005, and Leadership Irving in 2001, a community based development program for young community leaders.

Dr. Yajaira Mejia

Dr. Yajaira Mejia has worked at Hispanic Service Institutions over 10 years managing educational programs. Some of the grants she has managed are Title V Part A Individual and Cooperative Development Grants, Title III Part F HSI STEM, and Title V Part B PPOHA. Currently, Dr. Mejia is the process coordinator of a new educational assessment product at the Educational Testing Services and is the director of the Alliance for Graduate Education for the professoriate at the City College of New York. She earned a bachelor degree in Civil Engineering from the University of Medellin, Colombia, and master and doctorate degrees in Civil Engineering from the City University of New York.

Delilah Marquez

Delilah Marquez is the Title V DHSI Grant Project Director for Project ImPACto at Palo Alto College (PAC) in San Antonio, TX. In 2016, Delilah effectively led the CPREP grant program in partnership with Healthy Futures of TX that provided support and development through a theorybased and evidence-based curricula to college-aged teens on and off campus. Her current position involves establishing college wide best practices and support systems through the Title V grant that enables high-need students to successfully enter, persist, and complete their educational journey at Palo Alto College. Prior to coming to PAC, Delilah held the position of Program Administrator with the Salvation Army San Antonio Metropolitan Area Command where she wrote and managed grant funded programs that involved self-sustaining career and educational initiatives for displaced families and their children. After sixteen years with The Salvation Army, her passion to serve progressed. Delilah is an advocate for students and the community alike. She is honored of her membership and engagement with the Texas Higher Education Coordinating Board Emergency Aid Network, the Advocacy Cross College Committee of Alamo District, a graduate from the City South Leadership Academy, and Aspen Subject Matter Expert Team for grants and student resource initiatives.
